That's Mizore actually.

She uses Fasha/Seripa as her Avatar. Unlike everyone else who uses a saiyan avatar, who just uses their own appearance + a tail.

Edit: Also, giving her red eyes mean we can't see her violet eyes(which she for some reason has, making her the only saiyan to have non-black pupils)
